Measure the number of pci passthrough devices

Nova supports PCI passthrough devices plugged into any VM instance. As a cloud operator I would like to measure the number of PCI passthrough devices used by an instance to be able to bill my tenants according to this specific resource usage level.
To support this we need to add the following new pci_passthrough measurement to Ceilometer.
