Mutiple dispatcher enablement

Ceilometer currently can only use one dispatcher to be the outlet for metering data. It is necessary to allow ceilometer to support
multiple dispatchers based on ceilometer configuration so that multiple outlets can be made available on a single Ceilometer
server.
