Collect metrics for amount of memory consumed by VM process from the Host

This blueprint proposes a new metric for the memory being consumed by the VM from the Host which reads 'memory.resident'
Today there exists a memory.usage metric for Ceilometer. This metric is the guest VM's view of the memory used.
The memory.resident will expose the Hosts view of the amount of Host memory that is actually used to run the VM process.
