IPMI System Event Log Support

IPMI System Event Log(SEL) is import indicator for system health, which includes error and event for all system component including CPU, memory and so on. Cloud operator can check node health and make prediction based on it. Current IPMI agent in Ceilometer provides sensors and Node Manager data, but SEL is absent. We need provides new pollsters to get/parse the SEL data and publish it as samples.
