Implement memory.util meter in ceilometer

By default, ceilometer-
memory type metric of nova instances,but those instances are created with
different nova flavor quota. So memory.usage may be less usefull in most
application scenaria when comprerad to memory.util.
It is suggested to add memory utilization meter which uses percentage represents
memory utilization status.

we don't use blueprints. can you create as a wishlist bug instead. that said, does libvirt provide utilisation details? if not, i suggest you implement this in gnocchi rather than as a transfomer. -- gordc (2018-01-24)
