This change was abandoned due to the fact that there is no opportunity to set this ttl in configurable way via happybase library used in ceilometer. In fact, this problem needs to be solved via Java HBase co-processors (let's say, stored in the separated stackforge repository, whatever), and maintained separately from ceilometer code.
