Handle keystone/identity notification messages

Currently ceilometer has notification plugins for nova,network and glance but no plugin for keystone/identity module.
It may be useful to handle such events for record metrics on user roel assignments, update of role, etc.
Publishers could be used to pipeline to external programs about these events
