Add count functionality for listing event

Currently, if user need to know the quantity of specified events Ceilometer collected, which specified events means the query of event applied filters specified by user, user can only count the result of listing events.
This feature allow users to specify a "count" parameter to meet the need of "only the quantity of specified events", the function will be mainly implemented in storage(DB) layer by using DB aggregate functions.
