Configurable Event Definitions

In ceilometer, we extract notification info into Events with Traits of defined types, etc. Currently this is hardcoded, and the traits extracted are pretty sparce. In order to make it easier to allow users to extract what they need, we should add a config file describing how to perform this transformation.
