Support for metering LoadBalancer as a Service

We need to be able to monitor the usage metrics around Network Services ( FWaas, LBaas and VPNaas ). This blueprint targets requirements around the LBaas and see whats feasible.

* LB as a service
- type of LB ( HAproxy, VPx (Citrix))
- Number of Connections
- SSL vs no SSL
- How much Bandwidth (traffic going through HAproxy)
- usage in hourly increments
- # of LB pools/ # of VIPs (LB serving 1 server or multiple servers)
- every time you created a new pool, you get a new HAProxy.
