Auto-generate the meter list for the documentation

Rather than relying on developers to update the documentation with information we can get from the code, we should update our Sphinx plugin to be able to generate the list of measurements/meters.

Remove from havana since no assignee.

closing as we don't have a concrete plan on how to implement this. we have a good chunk of the meters in meters.yaml but this doesn't not solve all meters and does not work for polling. for now, it seems we need to be strict on code+doc. we can re-open as wishlist bug if we figure it out. - gordc(2017-12)
