Set a minimum interval between alarm notifications

When an alarm is flapping (for example CPU usage oscilatting around the alarm value), actions can be triggered too frequently. This is managed for example in Heat by setting a cooldown ignoring new states set. We'd like to be able to push this information into Heat, by setting an interval on the alarm so that we're not contacted again if the last notification was sent sooner than this interval.
