A service to change postgres configuration options

This service aims create a manager to setting a postgres parameter that can't be changed by ALTER and/or SET commands. For instance, certain options are marked as POSTMASTER, SIGHUP and BACKEND and only could be set changing postgresql.conf and sending a SIGHUP signal.
