We want to switch to the Cortex-A15 as our standard build and benchmark configuration. The Arndale board with the Exynos 5250 CPU is now available. Test the stability and performance to see about being our baseline.

Switch tcpandas to armhf
for Linaro Toolchain Build Automation
The tcpandas are currently armel based. Switch to match the ursas which are armhf. Includes updating to Precise and changing the kernel.
Might be superseded by switching to LAVA.
