Virginia SOL's already are cross-mapped to Virginia CTE Competency Lists. Now that we are uploading all Virginia SOL's onto the CanDo server, we need to make it easy to pull into a Course Competency List the Virginia SOL's that relate to that list.

This won't be necessary. It will happen automatically. We just need to write and import script for VA SOLs. Either the spec should be changed to SOL import or it should be removed.
