Section Competencies page does not show sub-menu bar

When I go into my section and then click the "Competencies" tab on the
sub-menu bar (not the top menu but the sub-menu that includes
Evaluations, Skill Drivers, Messages, Competencies, and Enrollment tabs)
it shows the list of all competencies in our section. But, the sub-menu
bar is no longer there. Only the top bar is left. It is much harder to
switch to messages or evaluations. When I go to all the other tabs on
the sub-menu bar, the sub-menu bar remains in the same place, but it
Competencies is the only tab where it disappears. It would be much more
helpful to have the sub-menu bar still there in the Section Competencies
page.
