Journal update notification and queuing

Each journal entry should contain a "submit for review" check box for students to mark it for teacher review and already existing entries should have a "resubmit for review" button.
A link on the dashboard takes teachers to a queue of entries waiting for their review. A "next" button moves teachers from entry to entry through the queue. Clicking a "reviewed" checkbox removes the entry from the queue.
