Import and Export of CanDo data
We currently have csv import for a few features, but we need to look into how to import and export not only Competencies and Competency Groups, but a Person with their Completed Competencies or other general exports and imports. Jason Straw reminds us that this feature is particularly important so that competency evaluations can follow a students from one school to the next.
Also, this should include the ability to import Virginia Standards of Learning and the Virginia Career and Technical Education competency lists.

Someone was suggesting this be handled by ZIS/SIF.
There are 3 different pieces that people confuse. 2 of them are ZIS/SIF (and need blueprints)
This refers to just XML import and export.
