Competencies should be defined by a global identifier in the form http://
Rules for the identifier:
- the type identifier is required to allow multiple groups to have competencies in a location (ala Virginia's CTE and SOL standards)
- the competency token must not be duplicated across the entire location code
- if there is no location code, repeat the country code.
