Automatically synchronize the powersaving problem DB to Caffeine

There is another blueprint that describes the creation of an online database where people can submit applications that have problems with powersaving. This new blueprint exists to track progress and design decisions on the feature that allows Caffeine to automatically fetch this database's information and begin using it.

Should the autosync be enabled by default? If we don't, probably most people won't know that it exists and won't use it. Perhaps we could ask them when they first run Caffeine? These are the sorts of questions that need to be answered regarding this feature.
