Smartserver should accept svn commits/checkouts

To make the transition easier from SVN to BZR, it should be possible to set up a smart server accepting svn commits and transform them to bzr. It should also serve svn checkouts of the bazaar branch.

Implementation could start by allowing just read-only svn access. That would enable small projects to try bzr without having to force the transition on people just want to checkout the code.
bzr-svn 0.5 contains an initial implementation of thisd.
