Record bzr benchmark performance history

When the bzr benchmark suite is run, record the time spent in each timed section to a persistent file on disk, which gives historical trends for each benchmarked item. Write some tools to present this historical data usefully - which allows a cron job to run the benchmarks and generate a web page the community can use, as well as allowing individuals to assess the state of a branch on their laptop.
