How can we increase the amount of testing of Bazaar-NG.

Bazaar-NG needs to be incredibly reliable. It also works in a complex domain, and will likely have many different possible failure modes with the variety of deployments people are likely to make. This spec is for brainstorming how we can increase the amount of test coverage we get from the bazaar-NG source code, and what features the test framework should offer to make that easy to accomplish.
