Allow ignoring versioned files

Sometimes you have a file, for which you would like to check in a sane base version, but to which you don't want to commit updates. Say, for example, a user settings file in an IDE. You would like to version it and occasionally commit changes to it, but only manually. When running a default bzr commit/status/diff, you would like it to be ignored.
