Allow for skipped and known failed tests

The current TestSuite expects everything to pass. If tests are not able to be run (because of platform or missing dependencies), they are supposed to be removed.
Instead, it would be nice to mark tests as "expected to fail", or "skipped", so that it can be obvious what tests aren't being run, or are known to fail, without having to actually make everything work.
