Bring Burrow back from the dead.

So, over the weekend I started re-implementing Burrow. So far, it supports creating/deleting queues, and sending/receiving/deleting messages to a queue using the AWS-SQS api. I'm working on adding additional backends to support zeromq, rabbit, redis, etc.
