Bug Description

fallout from https://blueprints.launchpad.net/lava-server/+spec/linaro-validation-consistant-menus

I'd be nice to have contribute_to_menu() as the true interface for lava-extension menu handling. Then any extension could do _anything_ really and we'd get all the flexibility. At the same time the base extension class should get a simple implementation that just adds a new menu to the top bar (later it can be converted to the platform/services menu).
