API to retrieve a list of hardware profiles for a given LP id

With the work on the new ISO tracker, one thing we want is to link results to hardware profiles.

To make it user friendly, we want to show a list of existing user profiles to the user where they can pick the machine that they used for testing.

This API should be public as it'll be accessed using javascript from the client.

Ideally I would call something like getHardwareProfiles(lpid) and get a list of tuples with each having the URL to the profile and a description. The description would be shown to the user and the URL would be what we keep in the tracker database.
