Bug Description

The build https://android-build.linaro.org/builds/~linaro-android/panda/#build=385 failed with

make: *** No rule to make target `/mnt/jenkins/workspace/linaro-android_panda/builddalvik/dx/src/junit/framework/Protectable.java', needed by `out/host/common/obj/JAVA_LIBRARIES/dx_intermediates/javalib.jar'.

The same problem is seen on https://android-build.linaro.org/builds/~patrik-ryd/panda2.3.7/

This bug prevents me from building 2.3.7 on the server an blocks the move from 2.3.5 to 2.3.7 and will cause even more problems if not solved before Friday when Zach will take the current build and make a new RC for the release.

Main suspect at the moment is http://review.android.git.linaro.org/#change,846

It is the only recent change that mentions junit and the only reference to Protectable.java is close to frameworks/base and the 846 change is done on frameworks/base.
