Bug Description

2. Rationale:
This package helps meet the Improve Monitoring for the Server Blueprint [1].
This package, specifically libconfuse-dev, is a Build-Depend for ganglia which is also part of a set of MIR's for the blueprint.

3. Security: No CVEs

4. QA:
Ubuntu and Debian contain the same upstream release. There're no Ubuntu changes.

Last Upstream Release: 2.7, released 16 monhts ago. It doesn't seem to have been recent activity.

Looks fine. I uploaded a change to run the test suite during build (and forwarded to Debian so hopefully we can get back in sync).
