Enable "NotAutomatic: yes" for -proposed

Bug Description

As per https://blueprints.launchpad.net/ubuntu/+spec/other-support-o-sru-process we think we would get more testers of -proposed if it was safer to use and packages could be tested individually. Therefore we would like to set these fields in -proposed Release files:

  NotAutomatic: yes
  ButAutomaticUpgrades: yes

for >= Oneiric. This is by and large identical behaviour as for -backports now, which was done in bug 721591. Can we have the same change for -proposed?

In the future we might also decide to change this behaviour for natty-proposed, but let's start with oneiric for now.

I'm going to dupe this against my bug (which originally was for pre-release NotAutomatic only, but now is going to be for all statuses), which I'm in the process of landing changes for.
