Bug Description

This is on a machine upgraded from Maverick (upgraded from many versions back).

I've got the unity panel showing on the left side, and a dark panel across the top from it, but neither of them are responding to any mouse clicks. The unity panel has loads of icons, it looks like pretty much everything that used to be on my panels.

The only time it responds at all is if I have the alt-tab switcher dialog up, with that up then running my mouse up and down the left panel I get tooltip like highlights next to each icon. That will then 'stick' when I exit alt-tab.
