maintenance-check errors for pre-lucid

Bug Description

When testing the maintenance-check.py on dogfood for the MP:

I checked first with a clean db-devel. The maintenance check worked fine for lucid, but for karmic it error as follows:

It seems to assume that:

http://people.canonical.com/~ubuntu-archive/germinate-output//netbook.karmic/structure

exists, which it doesn't.

mvo says:

Looking at the date-stamps here: https://pastebin.canonical.com/30573/

seems to imply that this is failing in production too, but I haven't found any failures in the logs yet.

Sorry, a closer look at cron.germinate shows:

suite=`$LAUNCHPADROOT/scripts/ftpmaster-tools/lp-query-distro.py development`
}}}

So the maintenance-check.py is only ever run on the development series.
