Bug Description
This is the Main Inclusion Request for package cloud-utils.
The cloud-utils package is a set of tools to make some common operations on UEC or ec2 easier. These tools are part of the 'xc2' spec [1]. This is a native package maintained by myself (Scott Moser) and other members of the server team.
The package has been recently added to universe. It needs to be in main for 2 reasons:
1. It will be a 'Recommends' for euca2ools
2. It will be present in the uec/ec2 images

Added cloud-utils to uec seed, per request from smoser.
I will wait on adding to the euca2ools recommends until after this MIR has been processed.
