scrolling using scroll bar is odd

Bug Description
Binary package hint: netbook-
go to system menu and drag the scroller down. the icons should go up instead the whole menu goes down. see the attached image.

You're right. It has to do with the scroller widget from the toolkit used (EFL). It is designed for touch-only, not really mouse. :-/ There was already an upstream bug for it, so I'm marking this as a dup of that one and adding an Ubuntu-specific task to that bug.
