Bug Description

Use case: Before Upstream Version Freeze (UVF) the distro team wants to have a list of source packages, where the upstream version is either newer in Debian, or the upstream version is newer (if Debian didn't update that version). Based on that list decisions on updates can be made.
Use case: When a new upstream version is available, the package maintainer (group) is notified about the new release.

Some package maintainers do have upstream version information in the debian/watch file, which can be scanned/checked using uscan [1]. Other information systems keep their own data [2].
