[iso.qa] "Not complete" filter

Bug Description

We currently have 'Untested', 'In progress' and 'Completed' filters but the most useful is often a 'Not complete' filter which is the union of 'Untested' and 'In progress' so you can see everything that needs work. I even think this should be the default view. To make the meaning more clear they should perhaps be called:

 * Untested
 * Started
 * Incomplete [default]
 * Completed
 * All
