"Invalid UTF8 string" error in bitmap export file name

Bug Description

When I use a file name or directory with german umlauts
for bitmap export I get the following error message:

** (inkscape.exe:2076): WARNING **: Invalid UTF8 string
passed to pango_layout_set_text()

The resulting file name string in the text field ends
one letter before the umlaut.

I tried to export with a Cyrillic filename under Windows
2000 and it works OK, no warnings. Build 02/02.

It happens when you choose a directory with a critical
character in the directory browser dialog.
