ubuntu-minimal should depend on "either upstart or systemd"

Bug Description

It seems to me, that "ubuntu-minimal" metapackage should depend on "either systemd or upstart", because both of them are completely usable, but now if I remove upstart, ubuntu-miminal is also removed and it can cause some problems with packages to be autoremoved.
