Bug Description

Due to the bug https://bugs.launchpad.net/ceilometer/+bug/1307482, we also need to add the hardware pollster for the cpu time.

Talking to Eoghan, sounded like we're planning to genericized the snmp oid mapping to sample. I'll hold off until we have a consensus on this at the summit.
