3) What is expected to happen in Xubuntu is one goes to Settings -> Power Manager and one may easily enable/disable hibernate via the GUI.

Why is this report targeting xfce4-settings and not xfce4-power- manager?
On top of that, the core issue is caused by policykit- desktop- privileges which provides system rules to disable hibernation on all Ubuntu systems by default. Instead of maintaining a downstream implementation for every possible desktop environment there should be a general "one-click" solution available to address this issue.
