We need to create a Debian packaging for the client code.

There will be two binary packages (probably two source packages too).

image-upgrades-resolver (cli tool + dbus service)
image-upgrades-touch (QML gui for Ubuntu touch)

There may be other packages for different U/Is on different systems.

Python package name will be systemimage

Source package name will be system-image

Binary package names will be system-image-cli system-image-common system-image-touch

Executable will be /usr/bin/system-image-cli
