Bug Description

When all the files have been downloaded and moved into the correct locations, we need to issue a reboot so that recovery can apply the new files.

This also needs to handle ordering of the zip files.

The exact reboot sequence should also be pluggable, since it may be different for different devices.

 - Store command into /cache/recovery/command
   --update_package=path - OTA package file
   --wipe_data - erase user data and reboot

I'm calling this one Fixed Committed, even though right now I've only got a testable reboot implementation. I have all the infrastructure in place to add the "real reboot" command, once we know what that will be *and* have a testable environment. Still,so far everything is plumbed through, including writing the ubuntu_command file as per spec and honoring the order flags in the index.json.
