Bug Description
When updating a stack, add an option to the Jenkins-importing logic to get only builds more recent than the last known in our database.
I'd suggest not importing builds which may be in progress for the moment, until that logic can be sorted out.
Note that Chris.Gagnon has implemented something similar in his jenkins-polling; consult with him and implement on the psqa side.
