Bug Description
The uinput stuff on android needs a .idc file to work properly. Currently we assume that it exists, but we should just create the file if it does not exist.

Setting back to Triaged since we can't do this until the phablet container switch happens. At that point we can revisit this, although it's likely that this will never happen.
