Add a flag for passing user-specified options to dnsmasq

Bug Description

It would be nice, and relatively future-proof, if passing options to dnsmasq could be done via a general config option through nova.conf instead of having to patch linux_net.py each time.

Current defined options can be left alone for backwards-compatibility.

The related patch was abandoned, marking this as wishlist since something like this would require a nova-spec now I think for a blueprint.
