There's currently no way to disable cinder services on a node

Bug Description

While we have cinder-manage service list and the new cinder API related, we're missing the ability to disable a specified cinder service on a particular node. Need to finish the hosts extension, adding the actions and add support to the cinderclient.

Service management extension change for Cinder has landed (https://review.openstack.org/#/c/18365/) and the cinderclient additions are almost wrapped up.
