According to <https://blueprints.launchpad.net/ubuntu/+spec/foundations-o-backports-ui>, both -backports and -proposed are supposed to be NotAutomatic, so that you can easily choose to test some proposed updates but not others.

However, only -backports is currently NotAutomatic:
