Implement Host Manager

We need to plug into the Manager extra actions for managing host reservations. First implementation variant supposes to inherit from Manager class and implement needed methods. Later after implementing https://blueprints.launchpad.net/climate/+spec/plugin-hooks-opportunity we’ll use hooks opportunity.
