Enable cancel a lease to release resource

At the moment, we cannot delete a lease if it is active in its time window, this caused we need to wait till the end time reached before we can delete the lease to release resource.
It is better to introduce a cancel action for lease to enable operator can cancel an active lease so that we can delete the lease to release resource.
